abstract = {This article examines the strategic integration of artificial intelligence (AI) within Francophone parliaments, an area that remains overlooked in current research on digital governance. While AI is increasingly used to support legislative functions such as transcription, translation, and document processing, Francophone institutions encounter structural challenges stemming from linguistic biases inherent in English-centric Large Language Models (LLMs) and the scarcity of high-quality French-language data. These limitations pose specific risks to multilingual and culturally diverse political systems. To address these issues, the study explores two main questions: How do Francophone parliaments’ AI strategies differ from those of other linguistic groups? In what ways do the French language and specific political cultures influence AI adoption? Utilizing a structured expert survey based on a high-level strategic framework covering strategy, implementation, and governance, this study analyzes data from parliamentary experts across diverse regions. Drawing on data collected, the results indicate extensive experimentation with AI but reveal fragmented implementation, minimal formal governance structures, and a reliance on quick-win applications, that is, on short-term solutions. Thus, the findings underscore the necessity for culturally and linguistically tailored AI tools that adhere to regional legal and normative frameworks. They also show that a more strategic approach to studying and deploying AI can lead to a more integrated framework, offering numerous opportunities for institutional development. This research provides the first systematic evaluation of AI adoption among Francophone parliaments and delineates key priorities to inform an updated research agenda, thereby supporting coherent and sustainable digital transformation across the Francophonie. © 2026 International Commission for the History of Representative and Parliamentary Institutions/Commission Internationale pour l’Histoire des Assemblées d’ États.},

abstract = {In any human undertakings, success requires a sound strategy. Based on a narrative review, this conceptual paper discusses the concept of strategy, its manifestations in digital transformation, and a strategy for managing project front-end activities in this change process. Concretely, based on the underlying rationale, we highlight the multidimensional nature of strategy first and then its various manifestations in digital transformation. Finally, we present a strategy for managing project front-end activities in this process, some relevant tools, and techniques in addition to a metaphor meant to creatively generate supplemental insights into this strategy. Overall, this essay contributes to knowledge in information systems by enhancing two types of theory in this area, namely, the theory for analyzing and theory for design and action. © 2023 IEEE Computer Society. abstract = {Digital Transformation studies have emphasized the emergence of new post-alignment challenges with a more seamless integration of business and technology strategies. Project leaders face more complex tasks, requiring hybrid skillsets, blending business and technology expertise, and spanning operational and strategic levels. The research question motivating this review is: how can IT executives best identify and position IT professionals and managers to fit digital leadership roles? These challenges are directly linked to Talent Management (TM) practices to help coach project teams and managers in developing digital leadership competencies. A brief literature review is presented, grounded in theoretical perspectives that link these competencies to IT and digital strategy outcomes. A model is proposed to integrate the literature around Strategy-as-Practice and Project-as-Practice serving as broader theoretical canvas. The conclusion proposes a research agenda to help integrate TM with digital leadership and encourage new empirical studies of digital projects in the “as-practice” perspective. © 2022 28th Americas Conference on Information Systems, AMCIS 2022.
